Avv. Domenico Siciliano
Domenico Siciliano was born in Catanzaro on August 15, 1972. He is a lawyer, manager of Unolex, former co-founder of themis, an independent boutique Law Firm focused on emerging law sectors, where he has been in charge of the TMT (Telecoms-Media-Technology) and competition and regulated market practices.
He has an over twenty-years’ time experience in electronic communications regulation – TLC, tv and radio broadcast – with a particular focus on infrastructure matters as well as on management of spectrum and communication networks, including data protection and consumers’ rights in the electronic communications.
He is a member of the Rome Bar and is qualified to assist clients before administrative and civil Supreme Courts (i.e. Consiglio di Stato and Corte di Cassazione)
He assists both private companies and public bodies in proceedings before Public Administrations, including Ministry of Economic Development, Italian Communication Authority, Italian Competition Authority and Italian Data protection Authority.
He deals with administrative and commercial litigation, including arbitration and litigation between communication operators before the Italian Communication Authority.
In the last years he has been involved in some of the most relevant cases in telecommunication aa well as in tv and radio broadcast matters.
He has been senior lawyer at Bird & Bird’s international law firm since 2006 to 2010, being based in the Rome office.
Even before he worked for Clarich Libertini Macaluso & Valli Law Firm (later CLMV) and then Libertini & Associati Law Firm, these being leading national boutique Law Firms with a specific expertise in industrial and competition law, regulated markets and data protection law.
After graduating from Rome University “La Sapienza” he worked with the Industrial Law Chair at the Faculty of Law University.
In 2021 has been appointed by the Italian Ministry of Economic Development as member of Media and Minors Committee on behalf of broadcasters.
Since 2016 is listed in the register of the attorneys defending the Italian Competition Authority in proceedings before the Courts.
In 2014 he has been appointed to the Steering Board of the Interdepartmental Interdisciplinary Center For Teleinfrastrctures (Ctif) of the University of Rome “Tor Vergata” – Italy. From 2016 to 2019 has been Vice-Chair of the same Board.
Since 2004 to 2006 has been member of Civil Law and Procedure Commission at Rome Bar. As a member of such Commission he organised and hold a speech at the seminar on Enforcement of Competition Rules.
Domenico took post-graduate courses on EU Competition Law at the Downing College, Cambridge (UK) in 2001, and in Business Studies at the London Guildhall University in 2000.
